The first 25 hours of any instructor rating is always ‘teaching and learning’ - it seems that once you’ve done it you are exempt for any future ratings. Can I do it as a stand-alone course, as a first step toward becoming an instructor? Or could I do the teaching and learning at one school and transfer to another?

It is normally integrated into the Instructor course and not run as a separate entity. It is not normally the first 25 hours, it is spread throughout the course. The closest you will get to a stand-alone course is a CRI Course of which 25 hours may then be credited towards a FI Course.
