I could understand him saying "Papua" on video, but in this video we can see the marks, and "ST" are Sudanese marks.

That one is in Wamena. There is another (ST-MGB) in Nabire. Both flew around a bunch and then customs and immigration caught up with them and sealed both helicopters a few years ago. I think there was a third one (ST-MGX sounds familiar) as well - that may have been the Mil-8 that had an engine failure south of Sentani leading to a forced landing. I wasn't around at the time and heard about it after the fact.
