Two things strike me with this tale,
1. It probably will cost millions to develop and a small fortune to deploy and use...
2. The 99p countermeasures package utilised throughout the bad guys world, the enhanced suite adds cheap sunglasses..

Drones are already cheap enough for e.g. ISIS to be using them and facial recognition software is in almost all your cameras and phones. It need not be expensive for anyone to put that together.
ISIS can just program them to attack any face.
