Does anyone know of any limitations on descent rates durning a hold. I had a max of 1000 FPM in my mind but I can’t find it written anywhere. I would imagine that if there are several aircraft in a holding pattern, they should all shuttle at the same rate?

I don't know that that's necessarily true, especially if there's enough lateral separation.

And if one is above the other> Happens all the time in busy areas.

I wouldn’t think ATC can clear two aircraft to descend until the first one is established at the lower altitude. That is, if holding at 5,000 and there’s one below at 4,000; the 4,000 hold has to be at 3,000 before descending out of 5,000.
