Special Conditions: Boeing Model 787-8 Airplane; Overhead Crew Rest Compartment

Accordingly, the Federal Aviation Administration (FAA) proposes the following special conditions as part of the type certification basis for the Boeing Model 787-8 airplanes with an overhead crew rest (OCR) compartment installed above the main passenger cabin adjacent to an exit door.

(4) That smoking is prohibited in the OCR compartment.

(b) There must be at least one ashtray on the inside and one ashtray on the outside of any entrance to the overhead crew rest compartment.

Brilliant, why didnt I think of that, crew compartments are toilets....

Let me rephrase this even more clearly than the first regulation.

It is a special requirement....

why have a special requirement when you cannot smoke in the crew compartment?

14 CFR 25.853 - Compartment interiors.

(f) Smoking is not allowed in lavatories. If smoking is allowed in any area occupied by the crew or passengers, an adequate number of self-contained, removable ashtrays must be provided in designated smoking sections for all seated occupants.

(g) Regardless of whether smoking is allowed in any other part of the airplane, lavatories must have self-contained, removable ashtrays located conspicuously on or near the entry side of each lavatory door, except that one ashtray may serve more than one lavatory door if the ashtray can be seen readily from the cabin side of each lavatory served.

Because people still smoke. You need somewhere to put it out other than the bin full of flammable paper or the floor.

Depends if they get caught. But I don't see the relevance of that to your OP.
