Whatever the plan was, it wasn't a surprise to the cameraman standing there ready to film it. The outcome, however, was probably not foreseen.

If he didn't hit the truck he would have been taken out by the overhead pipe that spans the road. Probably not this guy's greatest piece of decision making. But there is an "up" side; as long as people like this exist the eyes of the authorities are on them and not us.
