I'm pleased to say that my problem has just solved itself but I'd still be interested if anyone has any ideas.

I've been trying to access the New York Port Authority website to download some statistics and have been unable to access their website from any of four browsers (Explorer, Firefox, Chrome, Edge) from either of my computers (Windows 7 & 10 respectively). Both machines have Norton anti-virus and are linked to my Virgin media router. I've not had this trouble with any other site.

I was able to access the site from British Library machines but not from my local library yesterday. Then just now I've been successful from my home machine.

Any ideas?

Several possibilities come to mind.

The site may have a limit on the number of users that can simultaneously view or log in at one time to limit denial of service attacks.

Cookies are blocked on your computer, so the site refuses to load for "security" or monitoring reasons.

The site was temporarily off line for maintenance.

The site or server was overloaded with requests.

The Internet was broken.

Your user account was blocked by systems admin.

Browser settings unacceptable for this site.

Could be any one of a number of other reasons. No real difference to dialling a phone number and getting an engaged tone. You try later and get connected.
