(a) The pilot-in-command may commence an instrument approach regardless of the reported
runway visual range/visibility (RVR/VIS).
(b) If the reported RVR/VIS is less than the applicable minimum, the approach shall not be
continued:
(1) below 1 000 ft above the aerodrome; or
(2) into the final approach segment in the case where the decision altitude/height (DA/H) or
minimum descent altitude/height (MDA/H) is more than 1 000 ft above the aerodrome.

Se la da/mda é sopra i 1000 piedi aal non puoi procedere oltre il final approach fix senza avere la visibilità/rvr minima prevista da quella procedura.

Il senso è che 1.000 ft sono "un paletto" .......potresti avere una minima più alta dei 1.000 ft gnd ed in quel caso ti fermi alla minima, oppure potresti avere una minima più bassa dei 1.000 ft gnd ed in questo caso ti fermi ai 1.000 ft .....

minimum, the approach may be continued to DA/H or MDA/H." non viene fatto minimamente riferimento al punto (b)(2)?

Perché il punto (b) (2) prevede una minima SOPRA i 1.000 ft gnd :)

Guarda il riassunto è molto semplice:
Caso 1) Minima superiore a 1.000 ft gnd;
la lasci solo se la RVR è > alla minima richiesta (o vedi la pista)

Caso2) Minima inferiore a 1.000 gnd;
puoi lasciare i 1.000 ft gnd SOLO se ha la RVR richiesta. SE la RVR scende sotto a quella richiesta DOPO che hai lasciato i 1.000 ft, allora puoi continuare fino alla minima dove riattaccherai se non vedi :)

PS...solo per specificare meglio, come giustamente ti ha detto prima dirk85.....nel caso1) ossia minima > 1.000 ft...intendo "Lasci (IL FAF) solo se la RVR è > la minima richiesta......

giusto per essere più precisi... :)
