Hi Flying back from Cuba last week , 2 PAX made it to their seat before noticing they were on the incorrect flight and at least another 2 were stopped entering the aircraft . Is this normal for flights from there ?.

I've never observed that on my three flights from Cuba, but that was over 10 years ago.

It happens right in the good ol' US of A. Mistakes can occur in any country.

At the charter terminal (#2) in Havana they can park 3 aircraft next to each other or up to 7 on the same ramp and frequently they board more then one flight at the same time.
Pax walk from the terminal to the aircraft ( 100 yards or so) and security personell at the bottom of the stairs check the boarding stubs.
Especially when flights are departinghttp://www.aeropuertos.net/wp-content/uploads/2012/05/65202147-1024x768.jpg to the same destination we had the Lead FA check stubs again while greeting.
