Why were some aerodromes like YMMB and for many years YMEN, have runway lighting that was permanently on during night hours?

When did pilot activated lighting become available, was it in the mid 60's when NVFR ratings were introduced?

PAL-aerodrome requires an alternate and imposes dual VHF or HF or holding fuel if nominated as alternate.

Stationair8, I think we really know who you are and why you are asking that question. The answer is that PAL was introduced by Australia's incompetent ATC so that there would be a half wound back system where the Firies at Ballina would not be allowed to operate a Unicom and be distracted from giving weather forecasts and traffic while turning the lights on and off, aircraft would not require a radar approach service to the ground because they could turn the lights on themselves and see the airport in bad weather, the pilot of MDX chose the wrong frequency because he should have been on the Multicom, turned the wrong Aerodrome lights on, thus headed off track and crashed, and aircraft would have to hold low level over water near Williamstown because it kept them far enough away so that they were out of range of the PAL, thus keeping the Military in a job to turn the lights on and off.
