Hi All

Sorry, but a very boring subject to discuss.

With regards to UK registered CAT Helicopters and equipment requirements.....

Does EASA Air Op's Part CAT overrule/trump the ANO 2016?

I'm working on the assumption that it does and always has, but I wait to be corrected.

The reason I ask is there is small discrepancy between the two documents with regards to equipment to be carried for CAT, more specifically related to the requirements for life rafts.

My specific configuration would be for a max seating config of 9 POB.
EASA Air Op's Part CAT is very specific in relation to this. ANO 2016 less so.

EASA Air Op's Part CAT.IDE.H.300 States.....

Helicopters operated:
(a) in performance class 1 or 2 on a flight over water at a distance from land corresponding to more than 10 minutes flying time at normal cruising speed;
(b) in performance class 3 on a flight over water at a distance corresponding to more than three minutes flying time at normal cruising speed, shall be equipped with:
(1) in the case of a helicopter carrying less than 12 persons, at least one life-raft with a rated capacity of not less than the maximum number of persons on board, stowed so as to facilitate its ready use in an emergency;
(2) in the case of a helicopter carrying more than 11 persons, at least two life-rafts, stowed so as to facilitate their ready use in an emergency, sufficient together to accommodate all persons capable of being carried on board and, if one is lost, the remaining life-raft(s) having, the overload capacity sufficient to accommodate all persons on the helicopter;
(3) at least one survival ELT (ELT(S)) for each required life-raft; and
(4) life-saving equipment, including means of sustaining life, as appropriate to the flight to be undertaken.

Where as the ANO 2016 states.....

(1) In the case of—

(a)a flying machine, other than a helicopter or gyroplane carrying 20 or more persons, liferafts sufficient to accommodate all persons on board;
(b)a helicopter or gyroplane carrying 20 or more persons, a minimum of two liferafts sufficient together to accommodate all persons on board.

It fails to mention any requirement to carry a single life raft for carrying less than 20?? Is this lack of mention possibly due to general Commander responsibilities to ensure the aircraft is equipped for purpose, and therefore if flying more than 10 mins from land you would in any event ensure that a single life raft with capacity for all on board would be carried? (which I naturally would anyway), but I guess what I'm getting at is the importance/relevance/superiority of the two documents with regards to application of what they say.

Any assistance on this fascinating issue would be much appreciated.

From what I can make out, Schedule 6 to ANO 2016 applies to Non-EASA aircraft on public transport operations which, I would guess, does not apply to the scenario you describe.

119.—(1) This article applies to public transport aircraft registered in the United Kingdom.
(2) An aircraft to which this article applies must not fly unless it is equipped and marked in accordance with Schedule 6 (aircraft equipment).

Don't confuse "public transport" with "commercial air transport".

See ANO 2016 Art 6.

So, based on another quick review of the ANO 2016, it's fair to say that the only document that lays out the requirements for UK registered Commercial Air Transport operations for Helicopters is EASA Air Op's Part CAT?
