I have heard that a certain agency might be trying to get all its contractors on this ELMS thing.
I undrstand there are some common denominators between this Agency and ELMS on a financial level so their motivation is clear.
However if a Client, ie Airline/MRO decide this system is a good idea, then can they refuse to accept recency in other formats?
Some people spend money on logbooks from NAA's or other organisations but there is no set format for recording your experience. A piece of A4 sheet with the relevent details should surfice however some compliance departments seem very particular.
The supporting documents seem to be fairly standard ie.Recency letters and copies of approvals but if some compliance departments want recency written on certain bits of paper or recorded on systems like ELMS and these differ from company to company should there not now be an EASA form or a definitive procedure for Recording Recency that standardises the system so it can be accepted by all.
Oh and I for one certainly won't be using ELMS. :=

the motivation is clear as is always the case with a business model, make money.
just had a look at their website, seems pretty professional.

as far as I am aware logbooks can take any format so your choice of take it or leave it remains. so whats the real issue?

I suppose the real issue would be if an Airline/MRO require you to have this system to prove recency ( which I have heard is a strong possibility) .
It comes down to having to pay for something that you don't actually need.
As a contractor I want to use a logbook that is accepted everywhere...Not just have one for one client and another for the next

ELMS is competency system as opposed to recency - however it can be used 'if accepted' as recency because it contains relevant details Reg work order etc .
It is not recognised by the CAA and only 2 companies are using it so far, so NAA logbook is the way to go still.
However .... contractors at the 2 companies using ELMS are being told it is mandatory also. Bully tactics sound like they have been put to use at Exeter.

AMC1 145.A.30(e) Personnel requirements
Competence should be defined as a measurable skill or standard of performance, knowledge and understanding, taking into consideration attitude and behaviour. Competence should be assessed by evaluation of: — on-the-job performance and/or testing of knowledge by appropriately qualified personnel, and — records for basic, organisational, and/or product type and differences training, and — experience records.
Validation of the above could include a confirmation check with the organisation(s) that issued such document(s). For that purpose, experience/training may be recorded in a document such as a log book or based on the suggested template in GM 3 to 145.A.30(e).

Maybe its a good tool for the compliance department to use as part of its competency assessments but to an individual it is just a very expensive logbook.

As for the bully tactics, well I just won't work there...

Read the document UG.CAO.00128-003 then google and use the free EASA template
