Does the data support that? From the report (ATSB – AO-2015-041 (http://www.atsb.gov.au/media/5771615/ao-2015-041-final.pdf)), page 7
Related occurrences
Overspeed occurrences on descent
Between 2012 and 2015, 51 occurrence reports were submitted to the ATSB that involved an overspeed in a B737 aircraft on descent. Of these, two occurred during high-speed descents.
It looks like most of the occurrences are unrelated to the descent speed.

I would guess that most over speeds in the 737 happen when still on Mach.
