Given that this idea was being kicked about shortly after the wall came down, I will give the fellow officer no marks for original thinking. If you are in Vegas looking for action on this game, bet the under.

The first Supreme Allied Commander Europe, Dwight D. Eisenhower in 1951 said


"If in 10 years, all American troops stationed in Europe for national defense purposes have not been returned to the United States, then this whole project will have failed." I wonder if this project included the Marshall Plan.
