I'm thinking of buying a used plane within the Php300,000.00 budget here in the Philippines (if it is near my location, Cagayan de Oro city, the better).

Not familiar with the GA market down there, but you might want to raise your budget.
For about 5700 EUR you can get a used Rotax 912.
I presume you'd like to get some airframe with seats and avionics around it?
