This is Computer, but primarily a route question.

Anyone know where I might find a file that I can open in Google Earth that shows the Oceanic reporting points ?

If, as I suspect, you mean the actual NAT tracks rather than just the entry/exit points, the former are normally expressed in terms of 10 degree longitude increments from 10W and 1 degree (moving to ½ degree) latitude increments (for example 57N 30W).

It would be a fairly trivial exercise to produce a GE KML file with the range of possible latitude/longitude intersections, bearing in mind that the actual NAT tracks between them will vary from day to day.
