Hi Everyone,

Need some help some help regarding the task of getting an instrument rating endorsed on my Indian CPL.

I had my CPL converted back in 2012, but I did not get the IR issued.

I have the required instrument hours and 50 hours Cross country in command. My question is that do they need to be in the last 5 years ? as it is not mentioned anywhere in the relevant document - http://dgca.nic.in/schedules/section-o.pdf.

Any clarity on the matter would be much appreciated.

Thanks.

This is one of those cases where the DGCA rules are really convoluted

While Section O of the aircraft Rules 1937 does not require the hours to be done within the last 5 years

Section L i.e CPL with IR requires the hours to be done within the last 5 years
Microsoft Word - Section L.doc (http://dgca.nic.in/schedules/section-l.htm)

So the DGCA can apply Section L should they wish to. Its better to visit the DGCA in person and get it sorted out or file an RTI in this regard asking which rules would apply incase you wish to endorse an IR on the CPL

Can you tell us why you didnt endorse the IR at the time of applying for CPL ? Because a CPL without an IR is practically useless...

Hi Cyril,

Thanks for the info.

Section L is for issue of CPL with IR . Would it still apply to me as I already hold a cpl? Also it states that the required instrument hours are 50? And not 40 (with maximum on sim being 20 hours) ?

Even the application form for IR does not state anything about the 5 year rule - http://dgca.nic.in/forms/crew-d/ir_a.PDF

But as you said there is always a grey area with the DGCA 😩.

As to why I hadn't got my instrument rating -

I was doing my recency flying in Feb 2012 when the Dgca came out with the rule - making check flights mandatory in India for conversion(which left me with hardly a month to complete everything) . So in my hurry to get back and apply before the new rules came into affect i.e April 2012, I was not able to do the IR check over there. Alas the Dgca took more than 9 months to issue my license 😐 and the IR was left pending.

As I am from Chennai, will anyone in the regional office be able to help with this?

Also how do you go about filing an RTI with the Dgca ?

Thanks again 😊

The Chennai regional office wont be able to help as they only deal with renewals and not initial issue

You can file an RTI online here with the Ministry of Civil Aviation.

https://rtionline.gov.in/

They will forward it to the DGCA . If you see an option for DGCA then of course choose DGCA

Please write a nice clear letter asking your questions very clearly. If you write a vague or unclear letter their response will be more or less the same.
They will send a reply by post within 1-2 months

As i hold Indian dgca license without IR rating.... Now I wanna take IR rating

1) 20hrs + on aircraft
2) 20hrs on sim
3) do they require 50hrs x-country for last 5yeas too ?

as it is not mentioned anywhere in the relevant document that I should have 50hrs of x-country in 5yers - http://dgca.nic.in/schedules/section-o.pdf.

Any clarity on the matter would be much appreciate.

@sk.shuja1408

Therein lies the problem. Section L deals with CPL with Instrument rating . Section O deals with IR alone. Section L requires all hours within the last 5 years...

To everyone applying for an Instrument rating after obtaining the CPL ( assuming this is your first Instrument rating )

The DGCA has a new problem. As you all know that DGCA papers for issue of initial license like PPL , CPL and ATPL is valid for 5 years. For any further endorsements the papers are valid for only 2.5 years
Read 6.6
http://www.dgca.nic.in/cars/D7B-B1.pdf

So after obtaining the CPL if you need Instrument rating the DGCA requires candidates to have passed Air Nav , Air Regs and Met papers within the last 2.5 years

A few files seeking application of IR after CPL issue is now are stuck in the DGCA due because of this rule.

I am in a similar situation. I have my CPL but my conversion papers and cross country hours have lapsed. Are these in anyway going to hinder me getting a single IR and multi rating? Thanks.
