Well they've designed the patch, so it's pretty much likely to happen...
As lI read the article it is the DoD and Boeing which would love to have them pay for the refurbishment and support of the AV-8B, as they don't want to offend China by selling them the JSF. The Taiwanese, who judge the AV-8B as being useless for the intended task (and could you really see it engaging with the J-20 and J-31) and have told them to stick it where the sun don't shine.....
