I've been reading about ICAO Flight Plan in Canada and how to fill it up properly and I am unsure of what time should go in the box 13.

According to Skybrary, it should be block off time.
Flight Plan Filling - SKYbrary Aviation Safety (http://www.skybrary.aero/index.php/Flight_Plan_Filling)

My PPL Instructor always said box 13 was wheels off time, so now I am a bit confused.

Is there anyone who could shed some light on this?

Thanks

It should be the estimated off-block time. See ICAO Doc 4444, Appendix 2.

It used to be airborne, presumably 'wheels off' time in your original posting, but changed, over TWENTY years ago, to Estimated Off Blocks Time.

Is there a default taxi+runup time that is usually used by ATC/FSS? For example if my block off time is 14:00 Zulu, would they assumed that I am airborne at a certain time if they no one hears from me?

Each airfield has a taxi time allocated, presumably based on complexity and traffic levels. At my airfield (UK proceedures) it was 10 minutes, so if you filed for a 10:00 off blocks time on a regulated route, but were effectivly given 'no delay' a slot time of 10:10 would be issued.
