Yeh, but can they tell if the refueller is about, call a cab and recommend good coffee?

I actually don't see why not! They could have the refueller's phone number and a list of good coffee locations submitted to them! And the cab driver's mobile! Like the article said, better a remote tower than no tower. In a user-pays system, reduced landing fees would be welcome.
