Does anyone know if this is the ATR that is replacing EHH on the cityjet lease?

It's actually EI-REI. Swapped in Cardiff today.

As far as I know, EI-REL and REM are both staying with BE at SEN. They are non standard in the EIR fleet (all 600s) so with only one in use at a time, there will always be a spare aircraft ready so there will be no need to rush one out from DUB in the event of a tech fault.

I have to say, EI-REI looks very good in it's new colours. On EI-EHH, they didn't bother repainting the exit surrounds from green, but they have done this time.
