According to the ABC, a Qantas spokesman said that air conditioning is non-essential.

It appears Andrew McGinnes is also quoted as inferring that the aircraft could have continued to Dubai at 10,000ft. The only issue is that it would have been a little bumpy.

It would also have been a little off the beaten track if it had continued to Dubai. It was travelling from Dubai to Sydney.

If the descent from FL400 to FL100 had really been at 2500fpm, there wouldn't have been any passengers left to be shocked.
