It's called the trailing edge fixed structure officially but commonly referred to as the flying panel and it's actually under a lot of load during flight, it has a quite a bit of structure, tie rods and braces pulling it down so the lift it creates doesn't lift it away from the wing/flap structure allowing air to seep through from the lower surface.

Any disbonding of the panel needs to be repaired ASAP or it fails as you see in the pic, it was a common failure many years ago before the inspections caught up to what was needed.
