The global year in review shows that in oceania for 2012 there were zero fatal accidents.

interesting that the flying community in australia and new zealand and wherever else is in oceania achieved a fatality free year.
New Zealand have an old set of rules and a benevolent attitude.
Australia used to have an old set of rules but that is changing.
You're stuffed CASA. no one can claim any improvement on a zero fatality year.
you have no justification for $240 million worth of legislative improvement.
