Can any let me know if the spectators balconey is open in november .

It's open all year, but the times differ, although only slightly.
Winter - 27.10.2013 to 29.03.2014 Daily from 09:00 - 18:00
Summer - 30.03.2014 to 25.10.2014 Daily from 08:00 - 20:00

0900 - 1800 every day. You'll have to pass through same security checks as SLC, so leave your swiss army knife, etc at home ;-)
