They seem to have posted a notice regarding a temporary suspension of service... any idea why?

No customers. The tourist trade is somewhat down due to the political situation and with the majors cutting way back on regional services, the low end carriers such as these have no chance.

My father has been invited to start ground school training by this month. Does anyone have any recommendations about the company?

By the looks of things, I'd say he shouldn't part with any of his money for starters. It's of course not always the case but, generally when an airline announces the temporary suspension of its services it soon becomes permanent!

It's said to be charter only flights between Bangkok and Tokyo, soon beginning to Seoul as well. All expenses, including 5 days at a hotel and the ground training are provided by the company. Ground starts on march 21st.
