Can someone please tell me where to find the information on which these articles are based. What is a GPS based landing system? Are we talking RNAV?

Is the notice that has been issued by the FAA mandatory or advisory?

Don't know the details on the actual FAA edict/suggestion, but have a look down the page a bit here:

AirNav: KSFO - San Francisco International Airport (http://airnav.com/airport/KSFO)

for the RNAV approaches for SFO, in particular the RNAV (GPS) for 28L.
