Cagayan de Oro, Lumbia closed Laguindingan open??

It was supposed to happen a couple of years ago, but it was said that money for road infrastructure and the ILS equipment evapourated.

I see now it is open, and they say it is now "safe"

Anyone know exactly what is operational?
