Java based program error

Getting the following error... The connection was refused when attempting to contact 127.0.0.1:62023.

I believe it relates to MYSQL, any ideas?

Edit: it seems it is two programs interfering with each other... I'm running windows 8 (I know) is there a way to lock these two programs to separate ports to stop these issues?

without telling anyone what these programs are, or do, its close to impossible for anyone to comment. for instance, why is it trying to access port 62023? Why is it accessing the loopback address? If these are commercial off the shelf programs, tell us what they are and someone may be able to help. If they're bespoke programming, go back to the programmer. Or let someone else look at the software
