jaa class 1 before expiry

Dear all,
my JAA class 1 expires in June 2013 (1 year validity), by jar is it possible to renew it now instead of June?
I need a renewal now for a validation overseas and the aeromedical centre in my country says it's not possible. In their opinion it can be done a maximum of 45 days before the natural expiry.
I think it should be possible to do it at any time, of course the validity will be 12 months from the renewal date.

(b) Revalidation
Examinations and/or assessments for the revalidation of a medical certificate may be undertaken up to 45 days prior to the expiry date of the medical certificate.
(c) Renewal
(1) If the holder of a medical certificate does not comply with (b), a renewal examination and/or assessment shall be required.

So there is no legal obstruction preventing you renewing it even before 45 days within expiry.
