Emasculated, emaciated and under the thumb?

CP - The ATSB report is a (sick) joke. Sadly it is; and, it's been getting progressively worse. The MOU between ATSB and CASA needs to destroyed, it's evil. The Miller report is probably the most cynical, self serving document ever inflicted on industry. Bit tragic to see the integrity of the once modestly proud, fearless, independent BASI become a cats paw for Ministerial spin and dross.

I wonder what the NTSB would have made of this ditching report, not a three year meal. That's siccar.

The Pelair report serves well to expresses the deep concern within the aviation industry in regard to 'how' a growing number of safety based reports being provided by the ATSB are:-

(i) being presented to the public, the industry and the Minister in a manner which can only be described as weak, inconclusive, patently unsatisfactory; and;

(ii) have degenerated from being useful and used by the CASA, through being denigrated and waived aside, to being almost ignored to now, being widely perceived simply as a useful tool within the expanding ambit of the CASA influence.

The Parliament and the Australian aviation industry spend many millions of dollars on the air safety system. In theory, the system employed should be the world leader with examples from Europe, UK and the USA to guide; and, unique experience drawn from specialised, detailed knowledge of the Australasian region.

A lynch pin of the safety system heavily relied upon is the Australian Transport Safety Bureau (ATSB). It is important to fully understand the vital role this organisation plays; the ATSB is arguably the most essential element in ensuring air safety.

It is no exaggeration to state that many matters with serious, far reaching human, financial and safety implications rely, in the true legal sense, on the reports, investigations and recommendations of the ATSB.

Ahh yes the BASI re-incarnated as the ATSB, the former inserter to the insertee of the proverbial pineapple (without the lube). It's a sad day indeed but I fear it is only going to get worse while the present numpty is running the shop!:{

2 PURPOSE AND STATUS OF THIS MOU

2.1 With respect to each organisation’s separate but complementary safety functions, this MoU through its provisions, addresses the following objectives:

a) maximisation of beneficial aviation safety outcomes
b) enhancement of public confidence in aviation safety
c) support for the adoption of systemic approaches to aviation safety
d) development of knowledge of the operations and the safety impact of each organisation’s actions
e) promotion and conduct of ATSB independent no-*‐blame safety investigations and CASA regulatory activities in a manner that assures a clear and publicly perceived distinction is drawn between each agency’s complementary safety-*‐related objectives, as well as CASA’s specialised enforcement-*‐related obligations
f) to the extent practicable, the avoidance of any impediments in the performance of each other’s functions
g) acknowledgement of any errors and a commitment to seeking constant improvement
h) fostering strategic discussion between both organisations.

2.2 In pursuing the objectives outlined in 2.1, both organisations agree to give effect the following values:

a) cooperation
b) honesty
c) trust
d) mutual respect
e) openness
f) professionalism

The ATSB is inquiring into the unstable approach of a Jetstar A321 to Cairns airport on 3 September and a subsequent ‘overspeed’ warning that the pilots received while then conducting a go-around or missed approach.

There is as usual more information in the Aviation Herald (http://avherald.com/h?article=45583420&opt=0) notification of the incident than on the ATSB (http://atsb.gov.au/publications/investigation_reports/2012/aair/ao-2012-116.aspx) website.

The airliner, with seats for around 215 passengers, was approaching Cairns after an early morning flight from Melbourne. It was 800 feet above the ground when the instability occurred.

The ATSB should be able to determine if there was an equipment or procedural issue involved in the incident. It might even share all of the information it acquires, as well as its comprehensive methodology, with the travelling public and other vitally interested parties, and explain what it included and what it excluded in arriving at whatever conclusions it makes, so that the full value of the inquiry to the improvement of air safety is passed on to other operators of the type, or those responsible for pilot training should this prove relevant.

Then again, after the travesty of the Pel-Air report (http://blogs.crikey.com.au/planetalking/2012/09/05/atsb-pel-air-report-excluded-critical-fuel-factor/) and the farcical (http://blogs.crikey.com.au/planetalking/2012/09/03/casa-caught-playing-the-man-not-the-company-in-abc-tv-expose-on-pel-air-ditching/) efforts of the independent safety investigator to focus on the pilot rather than the safety management practices and capabilities of the operator of that flight, why would anyone trust it to fairly, comprehensively and transparently inquire and report into anything?

Not sure if the two elephants in the corner are dead or just re-incarnated as a singular rampaging, monstrous, bully boy of a Mammoth!!:E

Which kind of makes sense as the Mammoth does go back to before the last ice age when dinosaur's roamed the earth...and there is a few dinosaurs still roaming the battlements of Fort Fumble!!:cool:

By the way not sure if anyone caught the link for the pprunegate pdf the other day...but I did and it's a pretty powerful read...here's a link which I think works.
