dear pilots involved with charter flying, is it true we need a minimum of 500hrs to be qualified for a charter job by the regulation?

No, the rule people talk about regarding 500 hrs from my knowledge is the combined flight time in type between the crew to fly in the monsoon season. Strange rule it is, a very unique Indian thing.
The other guy I have been flying with had just 260 hrs in his logbook when he joined.

I believe this requirement is for the Pilot In Command although it does not explicitly specify whether it for the PIC or SIC
