I read CAR 1988 the other day and found that CAR 140 has only (4) (5) and (6). Anyone can explain about this strange format?? where is (1),(2) and (3)

Maybe the CAR was amended after the initial issue by deleteing 1, 2 and 3? Just a guess.

140(1), (2) and (3) used to contain the power, and the constraints on the power, to declare PRDs. That stuff has been moved to the airspace regulation rules.

Interestingly, the regulations were so complex in 1988 that they took up 155 pages. Thank heavens for simplification!
