Does anyone know if converting a US FAA ATP or a JAA ATPL means taking less written exams if submitting one over the other for the HKCAD ATPL when converting a foreign licence? If so, which exams are omitted?

Air Law and Performance Transport or Performance Transport and Air Law.
Written conversion exams are not something to be overly concerned about when converting to a HK licence.

do you get a second attempt if you fail?

Submit the JAA one for conversion. As you have both you will be aware that the FAA written is a joke, other aviation authorities know this as well.

If you fail yes you get another attempt. Not sure how many you get though, if it is just one more try or many.
