Hey guys, I was wondering if anyone can help me with what are the steps to convert Commercial AMEL Instrument rated pilot license to JAA. I heard that you pretty much just do a check ride in a European airspace and no 14 theory written exam unlike if you hold a FAA license.

and if anyone can confirm if this is true, I recently was told that JAA had made an announcement that they no longer accept any foreign license, which basically means everyone has to go through doing the 14 theory written exam plus the check ride in European airspace.

There is no provision to stop accepting foreign licenses for conversion. The conversion process always has, and still requires 14 exams plus flight tests. What has changed is that pilots with foreign licenses but based in Europe will have to convert their license to a JAA one, regardless of state of registry of the aircraft. Converting a Canadian license is the same as any other ICAO license, no special exemptions.
