Visa for Canadian tourist...

Hi, since the visa on arrival for any Canadian visitors has changed, I was wondering how any of you NON EK or EY (I don't work for em) Canucks in the UAE get a visa for the various relatives who drop in for visits? I do know that both EK and EY are able to do it with a ticket purchase, but does anyone here know how to go about it via any other route? (Both EK and EY want waaaay too much for a ticket outta YYZ, so not gonna fly on either company)
In the meantime we are looking at other routes to get one, but any advice here is helpful...our thanks!
