Could you mean "fuel fraction"? Which is the percentage of an airplane's gross weight is fuel. It is important factor in determining range.

It just may be another name for 'performance factor' or 'drag index' or whatever, which is a measure of the deviation of that airframe from 'standard' fuel flows, or it could relate to fuel purchase costs for tankering. We need to see where it occurs on the system please.
