Could anyone advise on flying schools in Florida or LA area with good IFR aircraft at respectable rates.

You might want to check out National Aviation at St. Petersburg-Clearwater international airport in clearwater Florida.
My experiences with them are very good. Nice people, planes which are in very good condition and a nice airport with all the facilities you would need.
