Islander over Westminster

I only got a brief glimpse but a couple of minutes ago an Islander (I am guessing one of the Northolt Islanders) flew very low over Westminster, south-east to north-west. Would not like to guess altitude but nothing compared to the usual dot high up of the Northolt planes, and it was certainly - logically must have been I guess - way below LHR and LCY approach heights.

Unusual sight, what that was about is for more informed people than I to decide :)
