Saw the below ad on seek.co.nz, does anyone know what QDS are planning to do here?

Executive level role - Initial 6 month fixed term contract
Qantas Defence Services (QDS) is a wholly owned subsidiary of Qantas Airways Ltd and is dedicated to providing aircraft maintenance services predominantly to the Defence Sector. QDS specializes in deeper level maintenance, repair and modification of our customers' aircraft. QDS is responsible for support of Defence and Civil aircraft in the areas of Airframe, Engine, Avionics and Component Maintenance, including aircraft modification and upgrade. Comprehensive engineering, logistics and warehouse services are also maintained to fully support these aircraft maintenance programs.
Your new position as New Zealand Program Manager will see you project managing the development of a New Zealand branch of Qantas Defence Services. Initially based in Auckland, NZ this role will be responsible for initial set up and full ongoing services of all new NZ based businesses, including the management of all aspects of repairs and maintenance activities.

You will be responsible for:
Developing the QDS New Zealand Strategic and Operational plans;
Providing effective management and leadership for the QDS NZ business unit;
Effective communications with stakeholders;
Ensuring consistency and adherence to Qantas Group Policies and customer directives;
Developing and meeting revenue and other financial goals; and
Managing all requirements for off site program technical support for sub-contracted repair, overhaul & maintenance activities.
To be successful in this role you will display:
Tertiary qualification in Engineering or Business or equivalent experience;
Proven experience in Project Management, ideally within a defence environment;
Experience in developing Business Plans and meeting targets;
Extensive People Management and Coaching experience with proven ability to motivate staff and generate high performing teams;
Familiarity with CASA/FAA/EASA Regulatory environments and requirements;
Sound knowledge of OH&S Regulations and safety programs; and
Ability to hold and maintain relevant Defence Clearance.
