A decent flight planning provider program (ie Jetplan) allows you to run plans based on historical winds and temperatures at a specified reliability percent per month or series of months.

Generally 85% probability winds appear to be used by aircraft manufacturers, however, depending on the aircraft owner, it might be prudent to use 100% to ensure that he never has to land enroute .....

The Jeppesen system as stated above will give you historical winds, there is also a book published by Boeing with statistical winds.
