Years ago when I used to fly on UK charter airlines (Britannia, Monarch, Air Europe, etc.), when disembarking, there was always a member of cabin crew at the top and bottom of the steps. This doesn't seem to happen anymore now. Anyone know why?

In days of yore, airlines used to have more than the minimum required number of cabin crew on board, leaving one free to go to the bottom of the stairs. These days they only have the minimum crew levels on board, and while passengers are on the aircraft, the minimum crew complement must be on the aircraft.
