Say for example a BA aircraft arrived at LHR from JFK and a transfer AKE which had been loaded was full of bags for a specific BA onward flight to DXB.
Would the contents of the ULD be checked to ensure all the pieces inside were actually for the intended destination, and the correct total is inside, or is it just loaded onto the next flight to DXB on the word of the previous station?

You would leave it intact as the previous station would have a manifest of the Cargo loaded and you would not need to check.

Surely the can would have to be stripped down and bags checked to ensure no unaccompanied bags had slipped on?

There are security measures in place for transfer baggage - have been since Lockerbie. The details are not for a forum such as this.

Security measures are open to everybody in the matter of general rules. EU 185/2010 says that if bag is checked as European standard (which USA complies with), it does not have to be re-checked.
Can you imagine how big fuss we would have at airports if transfer loads would have to be re-screened ? :)

In the UK all transfer bags are rescreened (at least where I work they are) !
And it doesn't cause any fuss at all :)

The reason i asked is I had a brain fart the other day and when i took a buggy from a passenger at the gate. I had a mix up with arport codes and told the guys to put the buggy in a certain bin, the contents of which were actually destined for an airport on the other side of the world from where the buggy was supposed to be going!
Although I was pretty cerrtain the ULD wouldn't just be loaded without being checked I had a nagging doubt in my mind that the buggy was going to end up in the wrong continent

Well there you surprosed me a lot. Does this apply to all the bulk loaded bags? I can not even imagine how this would be problematic in Poland:)

Surely the buggy should go in the "bulk" hold and have been already tagged at check-in? If not, manual tag and into the bulk.
Your training officer should have explained all that in the early days!!

RTFQ - the OP asked about destination and total. No, these would not be taken on the word of the other station - the baggage bin would be broken down and each bag rescanned by the baggage reconciliation system before onward transfer. There was no mention of screening or security.
It shouldn't matter where you told them to load it, as I assume the tag would have been scanned before actual loading as per JAR-OPS AAA requirements.
If that didn't happen, then you / they were operating outside of the law.

Yes, it's a very easy and simple system.
All transfer bags are subject to exactly the same screening as all originating bags.
No direct transfer of any baggage.
