To get a HK ATPL, without having heavy-jet PIC time does one need to sit for 14 written exams?

If you work for the opposition "HKA" then yes ... CAD are in bed with CX they will make you do anything un reasonable and illogical to delay what ever course you're on ..

I never flew the 707 but I like to tell people I did ..

I'm such a spanker the only plane slow enough was the Caribou ...

You will get credit for some subjects depending on your experience level.

If you have a frozen ATPL from another country you should be able to activate it by doing a skilltest in a sim.
Many HK pilots have done it before. You need an approved sim, TIRE and then get your frozen ATPL activated.

When you have that in your hand HK CAD will give you a HK ATPL, if you have the hours.
