Air regulations Question help!!

hey mate.. am just wondering abt the answer for this question..

Flight plan is required to be filed for:
a) All IFR Flights
b)All Control Flights
c) All flights except local flights

flight plan is required prior to operating
1. any flight which is to be provided with air traffic control service.
2. IFR flight (obviously !!)
3. flight across international border.
4. any flight into designated area or route where ATC deems it necessary to file a flight plan.
