Certain aircraft checklists cannot be completed until some conditional situation has been fulfilled. For example a pre-start up check may be completed until the point where the doors are closed and the ground equipment is removed.
These conditional points are usually marked with a horizontal line on the checklist page, signifying that the checklist must be stopped at this point, until the condition has been satisfied. Once that occurs the individual not reading the checklist, will call for the "checklist below the line" so that the check can be completed.
The line is simply a pre-determined physical break point in a checklist, that enables the whole checklist to be done in more than one stage.
