Hi there,

I recently passed my ME/CPL skills test and will be looking at starting my IR in a few months. I do not wish to get my CPL issued till I complete the IR but I am just a bit concerned about letting the skills test lapse regarding licence issue.

I see in lasors that the CPL skills test is valid for 12 months but I cannot seem to find any info regarding how long the MEP rating remains valid for before it needs to be added to the licence. Can anybody tell me how long I have before I have to add the MEP rating onto my licence?

Although you get 12 months from the date of the test for your CPL, you only get 6 months from the date of the test for the MEP.

Linda, I'm very surprised with your answer. Are you not an examiner yourself?

Your name rings a bell from my PLD days thats all.

For the purpose of licence issue the skill test will remain valid for 12 months. End of story! Even if you do skill test on MEP.

The only difference is, if you take 364 days to apply for CPL licence where you passed the CPL test on a MEP- the MEP rating once added only has 1 more days validity. If you took it on a single engine, you'd have a year and a day.

Again, for licence issue the skill test is valid for a year, regardless of whether you took the test on a SEP or MEP.

Just to clarify my last post.

If you take CPL LST on a MEP and wait 8 months to apply for licence, not only is that test valid for another 4 months for licence issue, the CAA will issue the rating valid for another 4 months!

I think Linda is suggesting that in this instance, you'd get the licence but no rating- which isn't the case.

Skill test validity for rating issue is 6 months, for licence issue its 12 - and thats the same logic for MEP as well as SEP.

No, Linda is not an examiner, but I am. Linda is my boss, managing director of a school which trains for CPL and IR courses, and I generally consider her knowledge of the rules and regulations to be superior to mine. On this occasion, in my opinion, she's correct.

Please refer to LASORS F3.2 (Requirements for the addition of an MEP(Land) Class Rating):Each applicable item of the skill test shall be satisfactorily completed within the 6 months immediately preceding the date of receipt of the application for the ratingThat seems very clear - the rating must be applied for within 6 months of the date of the test.

Is there a difference when the MEP test is combined with a CPL test? No. Refer to LASORS D1.2 (JAR-FCL CPL(A) Skill Test Requirements):For the purpose of licence issue the skill test will remain valid for 12 months.This is, again, very clear - the 12 month validity is for licence issue, not rating issue.

If you feel that this is wrong, then please quote the relevant material which explains why it is wrong.

But an MEP is a rating not a licence. Therefore you only get 6 months for its issue, regardless of whether you do it as a stand-alone skill test or with the CPL.

From my experience.

I myself had to redo my MEP test as my form had lapsed beyond the 6 month period. This I had no idea about as no one had POINTED it out! It was a disastear of extra expense for me.

So yes, the MEP form that you get must be submitted before the 6 months are up.

So whatever you do... don't let it get that far.

Sorry for the delay in replying, I was waiting for email confirmation from an ex college as you had me doubting myself.

I spent 4 years of my life issuing Flight crew Licences and ratings at CAA not so long ago, so one could argue my knowledge of the rules and regulations shouldn't be too bad either.

The answer is YES!

Section D JAR-FCL CPL(A) Modular Course - Multi Engine (ME) TrainingThe Skill Test may be completed in a multi-engine aeroplane, but to add a ME rating, a minimum of 6 hours dual flight instruction is necessary (see Section F3.2). This training is additional to the CPL(A) Modular course. If the minimum 6 hours ME training has been completed, the Skill Test in a ME aeroplane serves 2 purposes - for the CPL itself and for the MEP class rating.

I'll admit it's not that clear, but the bit I've put in bold clearly states the SKill test (referring to CPL Skill test valid for 1 year as we know) SERVES as the MEP class rating test....

OneIn60rule I'm sorry that happened to you, but that was a mistake.

So unless I was issuing it wrong for 4 years, and my ex college still there issuing them today.........

I didn't do a combined MEP/CPL test.

I did an MEP rating, completed it then finished my CPL.

So in effect what one is saying is that if you do a combined MEP/CPL then the form has a years validity?

Is that right?

That's what I'm saying and that is correct.

Linda and FFF don't agree, but if they pop me a PM, I'll forward them onto someone official to confirm!

In your case, then yes, your MEP is valid for 6 months for RATING issue. If you do CPL LST on a MEP, then as this is treated at Licence test, the CAA give it a years validity in a sense and add it to fresh CPL.

Linda and FFF are 100% accurate in their postings. If the student fails to apply to the CAA before the six month period, then they will not only have to do the flight test again for their MEP (rating) but they will have to redo the written test for the MEP.
If you are in any doubt as to the postings, may I sugest that if you still know anyone at the CAA,you speak to them yourself for clarification.
And how do I know this?
We had a student who did their CPL skills test Oct 6th 2009 and failed to apply for Licence plus rating within the 6 month period. I was told by a very nice lady that I know at the CAA, that the student would have to do a flight test again and the written exam, and if he failed to apply for this in the 12 month period, he would also have to retake his R/T practical.

If you had a reply from them this morning and you have not posted their reply, then I can only assume that you agree with Linda and FFF's posting.
