hours building towards JAA CPL LICENSE

hello;please i want to know:i m a student pilot in istambul:can i build some cheap flight hours outside turkey for example in south africa towards my turkish JAA CPL:it means will those hours be accredited to my log book by TURKISH CAA?
IT MEANS :is hour building outside jaa states(in south africa) is accredited towards my JAA CPL?
