Philippine aviation authorities have suspended the licences of four flight
training schools suspected of cutting corners and being involved in alleged corrupt practices. Strike Wing Aviation Training Centre, National Aviation
Specialist Academy, Aviation Link and Manila Aviation were grounded recently by the country’s regulatory body, the Civil Aviation Authority of the Philippines (CAAP), because they failed to meet International Civil
Aviation Organization (ICAO) standards.The country’s Senate Committee on Public Services has now ordered CAAP to “strictly monitor” the operation of 58 flying schools and to conduct regular audits into their
operations. The committee’s chairman, Senator Ramon Bong Revilla Jr., expressed concern about the existence of “fly-by-night” aviation schools that might further damage the Philippines’ reputation. In April, European
regulators slapped a ban on all Philippine airlines after finding deficiencies in the country’s aviation regulatory system. This came after ICAO raised a Significant Safety Concern relating to oversights by CAAP one year ago. And three years ago, the U.S. Federal Aviation Administration (FAA)
downgraded the Philippines from Category 1 to Category 2 for failure to set ICAO approved safety standards. The CAAP is investigating allegations that some flying schools are allowing students to pay money to graduate without meeting the required 200 hours of training to gain a commercial
pilot’s licence. The allegations are serious because the Philippines has been cashing in on the recession by attracting increasing numbers of students from China, India, the Middle East and elsewhere in the region with low-cost pilot training.The head of CAAP, Alfonso Cusi, recently said that Japan has stopped sending students to the Philippines because of the
alleged corrupt practices of some training centres.
