Is it true that a tire explodes due to pressurization caused by overheating (for example heating from the brakes)?

If yes, why does the fuse plug melt in a situation of overheating? I would assume that the pressure relieve valve would release pressure in this situation?

The fuseable plug is the 'pressure relief' valve in a case of overheating at a set temperature the plug melts thus releasing air from the tyre.
